There were a few haters that I know would do this if they could, but they don't have abilities to do this.
Second thought, if it was a hater, he'd have posted on forums something, because those people are usually attention whores. Leads me to believe that it in fact was a competitor or some third party.

Trying to down css servers seems so pointless to me, it's not like wl has a lot of csgo activity.
The real tragedy is that they're doing it while I broke my ankle and basically have nothing to do but sit around at home for another month.
