I won't swear to it but I'm pretty sure you can only ban via same account + computer. I THINK any difference in hardware = new steam ID; for example: I upgraded my graphics card and my steam ID changed on the same account.
Since admin power is steam ID based, it is not likely you can get admin via account access only.

For nonsteam only, but steam accounts have the same ID and don't change. Anyway, topic is locked silly :
