if you're running windows then it is fairly likely you have windows firewall running. this means you'll have to add an exception onto the firewall in order for the port to be accessible to anything other than your computer. if this isn't the case, it could also be that you're running two routers one connected to the other and/or that you've got some sort of anti-virus blocking access to the port.
