You can join just download this: http://www.nosteam.ro/index.php?topic=2.msg2#msg2
Then unzip if needed and run file in CSS directory.

guys i cant buy it bkz i dont have a credit card my dad wont let me i have like 100$ but he says why buy when
u can download if i can buy it i would .p.s: i can join other servers but this server says : steam validation
rejected which sucks
