I'd like to know, its one of the only reasons I still play source and would love to do it some times on the scrim server.

No, flashboosting is gaining an advantage over the enemy.. so it's cheating.
It's usually disabled on all servers unless its a trickz server.

In the U.S. servers smoke boost is enabled yes, Bison enabled it sometime ago.
