Two other asian pug servers are unplayable for me now but this (PUG 1 | ASIA) pretty much raises my concern.

EDIT: Just to add, number 6 is an IP from US. Is this my ISP's fault?

Yea, i think so. You should thinking about changing your isp or getting a vpn.
