Can lagging/teleporting players be reported for bans? I had a guy in my game with 30 ping and he was basically teleporting with lag some how.

The server does warn people for choke though. Choke is basically when you have a low ping but an inconsistent packets sent and causes jitters making players lag.
The server has a ping limit of 500ms and that also has warnings.
Both players that are caught by the server with one or both reasons will only be kicked.
