No, in my opinion, the suspect in question is not cheating, but you did catch a cheater or two.
For sure, ✰Titprout✰ (STEAM_0:1:15459152) from tick 64500 and on is clearly cheating with a hack pack.

Not hacking. And those deagle stats are completely normal. He just uses the deagle as his main gun and is fairly good with it.
