When I choose 'Download all custom files' in CSS ( options>multiplayer>at the right hand corner), i click apply but then it won't save. It then changes back to 'Do not download all custom files'. Any solution?

I believe your this is somewhere in your config, cl_allowdownload 0, cl_allowupload 0, try looking for those and set them to 1. I would leave it at 0 though and only enable it on servers you 100% trust.

You can add both of those client cvars to your autoexec.
