Solution
Rotate the top player of the stacked team to the opposing team after 5 consecutive wins.
I'm just suggesting what some admins have been doing in the servers. *points at Tea*

I've seen good players being switched to the other teams on other servers.

Agree especially in Snipers servers best players chooses CT and leaves the newbs on the other side.
