I don't think they're any rules against using other guns on snipers. I would just votekick him if he continues.
If I were there I would've warned him then ban him(if he continues) for "Ignoring Admins".

we had to warn him , still he did it, tried votekick him , no one would vote

RESOLVED
The UMP is such a horrible gun. I don't think he managed to kill effectively with it. In any case, the UMP should be restricted now.
