He's an off-beat genius. For those of you that are not familiar with Rush, listen to a couple of their songs and pay close attention to how the drummer plays in an off-beat fashion.

Another side note: Rush is one of the few great 3 person bands.

I guess everyone has it's favorite drummers/bands.
Neil Peart is definitely a superb drummer, I wouldn't say he's the best, but I wouldn't say that about any drummer/musician. There are other great drummers like Max Roach or Buddy Rich.
