Well, I think they want to see evidence that you are responsible and able to act as an admin would. People don't normally get accepted when they're not very well known by the admins. Maybe if you could demonstrate that you could be a good admin, by recording a demo of some hackers/mic-spammers. Or posting abusive chat logs.

1) add silly as friend on steam
2) join his game once he is playing
3) record a demo of his m@d h@x
4) post it on forums
Instant admin approval. It's foolproof.

Obviously there's enough admins assigned on WL servers, which means there's no need to add new ones.
But if you want to know, how to better your chances of getting admin:
- Be more active on the Forums, try to help players with their problems (Remember not to Spam).
- Join the servers regularly, & try to catch cheaters, spammers.. (you can "demo & report on the Forums" or "report to an admin on steam chat").
- Don't lose your nerves when some players dominate or knife you, Keep a high level of maturity.
- Don't go off topic like those noobs upthere.
