Our public servers don't have STV enabled. Hydro has been a long time regular(once an admin too), doubt he cheats.
Also you should really follow the format, include the persons steam id next time.

Well, personally I do NOT think he hacks, he even was an admin. Also, next time provide proofs because we don't want to waste our time with threads that are just made to call players out.
A + B = C , thats the formula to get some one banned (DEMO + REVIEWED/CONCLUSIVE = BANNED)

even i say no, Hydro doesnt cheat, i remember this guy when warlords just started virtually, hes legit.(maybe im thinking of a different hydro) ah the days when FD God Ruled the Dm, and i was happy to always be there and have 35 ppl on the dm regularly.
