Hey M. Bison (or Matt), here are some plugins i think you guys were looking for:
-Vote Plugin:

Voteban, votekick, votemute, etc
-Spray Plugin:

Lets you see who sprayed what, so if there are inappropriate sprays you can like kick them or something
-Spawn Plugin:

Lets you remove bad spawns, add new spawns or completely change a maps spawn point layout
-AdminESP Plugin:
http://forums.alliedmods.net/showthread.php?t=112254
This plugin allows admins who are spectating another player to see the enemies (and teammates) of that player through the walls. This can help admins who aren't 100% sure of wallhackers to be positive.

Now find a spawn plugin that lets high number of players to spawn in low number maps. =D

If the vote plugin will be imposed, I suggest to NOT include the voteban option. Players could abuse it. If someone is hacking and admins aren't present, votekick could be used instead. Votemute shouldn't be included either since others may votemute the russians. (As you know they always talk randomly).
Spray plugin would be nice. It's quite hard finding out whoever sprayed the "bad" spray and tiring to spray over it.

voteban of a limit of 5mins should be enough. But yeah votemute is a bad idea for a no steam server. Ive only muted 4 russians so far cause I ask them to not push their mic down every second and say somethin even tho no one responded to him. And then they go blah blah harvo blah blah american, and keep going :-p
Other then that, nah on votemute, voteban limit to 5mins, and votekick for the afks should be fine

Please don't add voteban because those russians on there type voteban every time they die. Like really, every time.

Its an AdminESP mod, so that admins can be 100% sure of wallhackers. It only works when admins are dead/spectating. It looks like the plugin used to have some problems, but some people on the post said its been fixed. Take a look at it (:
