You might want to try Ben's Config 3.1 or Casey's Config v2.
They change a bunch of settings in CSS and try to tweak it to run as well as possible on older hardware. There's some very interesting changes they make... read through all the whole list if you have the time, to see what's being changed.

His pc can't just run Steam and CSS at the same time, well umerk My Good Oldie PC only owns a 1GB DDR2 RAM, if your RAM happens to be a DDR (Slower One) well you need to get a 1GB DDR ram, You're using Windows XP so you won't need too much ram (Except if you install TF2 and wanted to play it, might wanna back up because it's poorly optimized.)

jus built a $400 ITX form factor gaming comp. surely u have $400 laying around? judging by the fact that ur comp only had 512MB i wud say its def time to upgrade.
as far as RAM u will want the specs to match ie... speed, voltage, generation. u cud just try to pop it in and see if it works... wont hurt anything. u'll jus bluescreen if it doesnt

download and run gamebooster. It closes unnecessary applications.
