Changing OS (Reccomended By Thavs) Worked But My Pc Is always Not Responding.:mad: So the Meaning is-
MY PC isn't Fit For SteamSad

My cousin runs steam and plays CSS smoothly from an Celeron processor and that model was made in 2007 he is still using that old piece of shit and running his game smooth and nice and not only that he has 128mb GF, can you imagine that?

dude you must have installed x64 bit :/ i also faced same problem on x64 bit OS , try installing x32 bit x86 .OR u tried pirated OS :/
And one last thing are you sure OS installs correctly?
If its not OS change your Internet connection.In India sometimes its found they are the main culprits :p ask me i changed 3 connections to get better ping in CSS :/
