It does seem to spike quite a bit when the lag occurs. But it also spikes when it is smooth :S.

Not using a wireless mouse and I've been using istat pro forever and my CPU never goes higher than 50%. Also, like I said in the OP, these problems only affect WL servers.
There were some firewall rules implemented recently. I've disabled them for the time being.

Can you let me know whether the lag spikes have subsided?

The spikes are still present, but subjectively they seem less frequent. No where near as good as before the update, thought.

Scratch that, major cursor movements are still present and frequent.
I guess I jinxed it. Now my mouse darts have increased and happen in the worst situations too.
I've made some more changes. Do you still experience this problem?

Definitely still present, but much improved from what I can tell. FYI - I've started to notice it slowly creeping up (not to the extent of the wL servers) on other servers, so this leads me more to believe that it is Steam/Valve's fault.
I still get them too.

Honestly, I don't think it's your server anymore. I'm 99% convinced it was the update from Sept 16th.
