What root Admin? 
Root admin can edit any ban on a community and look forward for it to see if the ban was true or by fault, but a normal admin or a server admin can't, he can just edit his own bans.
There doesn't appear to be a way to separate you from your brother. Both of you use either computer for gaming. You will need to purchase CS:S on steam to play here again.

You need to purchase a legitimate copy of the game from the steam store if you wish to play again, not redownload the no-steam version again.
