Server restarts will not help the problem. If anything it will increase the annoyance. It's people attacking the server and theres very litle you can do to defend against it.
The reason the 24/7 servers arent affected is because they're on a seperate server.

A separate server has a separate connection. These DDoS attacks try to overwhelm the connection of the server. When the servers connection is overwhelmed it can't send out updates to the clients/players and that's what causes the lag. Restarting the server will in no way at all reduce the lag.
There's really nothing that can be done in this situation besides waiting it out or upgrading the servers internet connection to a point where the DDoS can no longer overwhelm it. If you want us to upgrade the servers connection then feel free to donate and we'll probably do it when we accumulate enough money.
