You said it before, lens flare, but an easy way to do it, is using the brush tool :p
Another way is, just select the part you want it to have some lights with the Lasso Tool and make a new layer, and change the Brightness/Contrast, you can sharpen the render a bit.

It's really up to you, how you want it to look like, i just gave you some simple tips really. The animation is just to show you what it will look like.

Lol, is not the flashing idea, is what the signature will look with some light, That's why i said "The animation is just to show you what it will look like." BEFORE and AFTER.

It's just an example of what you can do by adding some lights base on your choice and where you want it. Again, you don't have to do it if you don't want to, just future tips.

You should make the smudge a whole background and add a CSS render : P
