That time lines up with a DoS attack on the server bandwidth charts.
But that server is always lagging because 80% of its population are 250+ pingers..
Not sure how that relates to the topic. All the servers are filled with high pingers. Pings don't affect the server.

Somehow it does to that server.
It's not the high ping that causes the lag. It's their bad connections (loss in packages or whatever Bison always tells us). I think it's rather that their high ping is an indication of their bad connection instead the high ping being the cause of their skipping/lagging.
There's people on there with lower ping than me that skip around, while I or people with higher pings than me, like Assassin, don't skip.
Correct me if I'm wrong though, I'm not an expert.
