If you wish to play on our servers again, buy a new copy of CSS on Steam, join the servers and post your new ID here. Only then I'll lift the ban.

You were banned for cheating. You getting VAC'd on your Steam account is pretty much a confirmation that you did infact cheat.
The ban on the nosteam account will not be lifted. Rebuy CSS on a new account and post your new ID here before joining.
