The latency for most philippine internet providers either decreased or stayed the same. The exception is pldt.com which is sending their traffic through the US. I'm not surprised because they have a long history of poor routing[1][2] and congestion[1].
If you can complain to them and get them to fix their outgoing routes, your latency will decrease a lot.
Here is a traceroute from someone using pldt to the gameserver.
Philippines → USA → Singapore

Singapore → Hong Kong → Philippines
Hong Kong is obviously closer than the USA. They need to fix their routing tables to prefer a different transit provider.
If you can complain to them and get them to fix their outgoing routes, your latency will decrease a lot.
