That can be something which can be tweaked. At start of round, its level of aggression will be non-existent. The less time there is before round end, then the more aggressive it becomes. Then at the last 10 seconds, you gotta do the chicken dance or be massacred by slaps.  :o

You would be able to "camp."  It sounds like it would begin motivating you forward as time gets closer to expire.

A thought to be put into this is that when players dont move or stay in an area to long they get slapped and in chat it says "bah is camping in T spawn".
I played a server that had this, and yes, you wanted to move...
