If they will watch it in a video, more than likely if they have the opportunity to do it they probably will.

Whoever wrote this article is wrong. I guess you can legally review videos or pictures like this, but it's illegal to fail to report them.

There is probably a strong correlation between abusing children and viewing child porn, but I deny that viewing child porn necessarily increases the likelihood of abusing children in pedophiles. Without proper studies for all we know if child porn was instantly removed you could have thousands of pedophiles out on the streets looking for victims as opposed to getting what they need without leaving their homes or going near flesh and blood kids.

legally yes, thye are not allowed to give consent. However, I lost my virginity when I was 16 and have many friends that lost their virginity between the ages of 15 and 17 so it really depends on the person

I think it can vary from 17 y/o to 17 y/o. Though in nearly all cases I'd say they'd be physically mature, but probably not intellectually mature.
