I think it can vary from 17 y/o to 17 y/o. Though in nearly all cases I'd say they'd be physically mature, but probably not intellectually mature.

I wonder how they determine that someone is intellectually mature.

I knew a few people my age who aren't in that category.

Yeah, now I'm wondering too.
I'd say it'd be something to do with being able to make half-decently responsible and well thought out decisions which have an accurate awareness of the consequences of an action.
Haha, I'm probably not in that category 50% of the time, but I wouldn't want it any other way.
That's stupid.... what kind of sick f*** would want to watch it in the first place...
In Russia, 14 y.o. take full criminal responsibility. However they go to a special teen jail till they turn 18, after 18 they get transferred to a regular adult jail.  My childhood friend killed a cop. He was 15. He got 3 years in pre-adult jail and 12 years in regular jail for that. Should be out in like 7 years.
