you have to go to ur local bsnl office and tell them you have this issue , they will give u some bs about SLA , tell them you need the email address of denib ( its the tech department ) send them a detailed mail with tracerts from your connection and from another connection( be it bsnl or any other connection ) . They will then give u a route that lowers ur ping .

Its also very strange why i get 123ms and what the hell its just beside our country, and ofc India has worse internet speed.
