It's megabits per second, not megabytes lol.
1 megabit = 0.125 megabytes
A 2.4Mb/s connection should give you a 0.3MB/s download speed. Note that B is capital for bytes and lowercase for bits.

There's been multiple undersea cables cut. The eta on cable repairs is sometime this month.

The servers being located in Germany would be better (IMO). I don't lag in German servers.
