CSS used internet explorer settings to download the maps, usually if something going wrong there, it may lead to similar issues

I had this isue before. You should go to internet explorer settings, then browser properties, then find the tab "additionaly", there you should click on "Reset" key. Then restart IE and choose the recommended options, it should be helpful.

just download that map from cssbanana instead of the server
