do you have a antivirus / anti malware software installed?
try advanced system care software ( allows you to see the enabled and starting application which you can disable and has a great amount of tool which will help you maintain your pc )
try antimalware bytes and scan the system
also clean you pc
if all fails backup steam games and re install windows
