@painkiller 2, My FPS is still highly constant so it can't be my video or graphics. But, thanks for the tips. I'll do so for sure.

Note: For some God-knows-what-reason-that-shouldn't-even-happen, my computer's now acting normally and I had done Jack Doodley to it. As if Nitori Kawashiro just up'd walked into my house, fixed it and left. So weird... but I won't say its fixed until a few more days.
