If you are referring to a SourceTV demo, you can download from your PUG profile or the PUG List.

For example, go to: https://war-lords.net/pugs

Scroll down and see a list of recent pugs and click "Download," beneath the map thumbnail.

Once you have download the Demo file, place it in your cstrike folder:
(steam\steamapps\accountname\counter-strike source\cstrike)

Open up the game and type the following into console: play <demo name>

Note:
As soon as your start typing the demo name, all demos that have that have a similar name will appear -- for your selection.
Press Shift+F2 to be able to fast-forward through the demo and/or slow it down.
