Though, you really do not want more than a 36 man server with block enabled, because CSS maps were really not made for that many people and blocking accidently becomes an issue.
I can recognise that there could be an issue in that regard. That's why it might be a good idea to lower the server limit to something closer to 20 (or maybe slightly higher). And we could always put the server up for a trial period, to test how things work out.
