I could be mistaken, but I think he's making a reference to the character Pain in the anime Naruto.

He is but pain didn't have 9 souls. They were paths, a group of corpses all infused with rods to link them to the original nagato. They all shared qualities such as their hair and eyes but their abilities were unique. To sum up, not souls.
