VTFEdit program converts files that i downloaded from game banana, there the file types for sprays are tga, but for some reason css, can't add tga files, so, VTFEdit program takes that tga file and converts to vtf file, and css accepts that file type. About gif to vtf, I'm not really sure  :-\

you have to extract the frames from the gif first then put it all together through vtf edit. i use photoshop before so i can extract them to frames/pictureS
