Well, Merkel wants strict budget discipline while Hollande wants more government spending (a bit like the stimulus package in the US). The treaty is more based on Merkel's stance.

Of course the specific economies of the countries has something to do with it. Germany has a strong export-based economy and it is ensured of export (and thereby growth) because of the competitive advantage it has over other European countries.
