This type of incident was the catalyst in the novel "The Bear and the Dragon" by Tom Clancy.  While a work of fiction, the incident was an indictment of this same population control policy.  It is one of the "Jack Ryan" series novels and a good read.  Clancy does his research.  This is a barbaric example of a government forcing their will on a population.
