The leader of DPRK changed and the policy altered a bit too. DPRK is more free now. Civilians can use phones and restricted internet access like in China, where it has open harbour policy. Foreign reporters can take their smart phones, use unrestricted internet, take as many photos, without supervisions. Oh and most importantly,
