Nullifying the ceasefire and the occasional small arms fire/shelling when you had the explicit backing of the Chinese military is much different than this type of posturing with the knowledge that China has made it clear to your enemies that you're acting on your own. Furthermore, much of those previous threats were to avoid the escalations of sanctions. But the sanctions are here, and they aren't going away. They target luxury goods and cash used by the Kim family to keep generals and officials in line.
