There is another version, that he was going to free up more room for others who could still get saved and put to sleep the ones that were gonna die for sure. I think it's not the way it has to be handled, but if the Government is so fucked up that they can't provide enough funds for medicine it needs to be handled the same way as if it was a wartime.
