What you don't seem to understand that this is all a blame game, Softlayer (Our datacenter) blames the ISP while the ISP blames the datacenter. This makes it quite frustrating and time consuming for us in the middle trying to make it better for you guys. You need to remember that we don't get paid for this, it is all done in our free time.
In BSNL's case it is their fault, they generally have bad routes, congestion to everywhere and run a crap network.
