ive been having the same issue, i was working with cucu to fix them. .. usually on office i run fine, even though i use wifi i never had an issue. funny thing is it is only doing it on my desktop pc and when i run CSS on my laptop i have 0 rubber banding issues. ill post a screen shot too.
