This change should be fine for the 24/7 servers, but I'm worried the time limit on popular maps may be too short for two pistol rounds.

If anyone feels differently, please speak up. I'm willing to try it out on any server.

I agree, the short amount of time makes it difficult for 2 pistol rounds. However this still could work. If you set it so that the 2nd round after switch everyone gets 6k it would put game play right back.
