Add new cs go non steam server

WL add new non steam cs go server because there is only 8 servers currently which are non steam

If you will create new servers for non steam user that servers will also get to the top in ranking

I don't think the anti-cheat for CSGO is good enough for a no-steam server yet. We'd just get tons of cheaters.
