To a certain degree. If it's just simple trashtalk, which most people seem to be using quite alot, then it's allowed. However, taking it too far or leads to insults, harrassments, flaming etc. is not okay.

Theres a line between being funny rude/joking rude, and rude, most people don't cross into just rude, if you look at that thread i posted, clearly shows they crossed the line, if i remark a derp u did for example, thats just funny rude... understand?
