Hey guys for those of you who still cant get on CSS because of this server here are the steps to fix it 
1. Go to your games library
2. Right click CSS
3. Scroll down to "Properties"
4. Go to the "Local Files" tab
5. Click "Verify Integrity of Game Cache"
6. Once it is finished load your game
You can now play css
