Permanently banned.

This guy has quite a lot of bans elsewhere for more or less the same reasons. I think it's best that we just get rid of him instead of dealing with inevitable future incidents. Clearly he does not understand that racism will get him banned just about anywhere. Unless he appeals, the ban will be permanent.
