Which isp is better?
#1
Time Warner Cable 10mbps DSL - 45$ a month. (Currently have this one)
AT&T - 1.5 mbps Fiber - 19.95 a month.

Is 1.5 mbps fiber much worth than 10 mbps dsl? New to fiber.

if you're going with fiber optics internet, I do say go with Verizon FiOS, personally haven't tried AT&T's but Verizon's was a lot faster than Quest & TWC, not sure about Comcast though, they're pretty fast.

I had Verizon and now I have Comcast, I never tried shitty AT&T. Well, Verizon on browser is way faster than Comcast, but in terms on download time/speed, Comcast wins.

If you're talking about AT&T Uverse, that is not true fiber all the way to your house. FIOS is. Big difference there.

But to answer your question Ru, it all depends on how many people are using the internet at the same time and what they are doing. Game play for me works fine on this 5Mb down connection that I have until the wife starts watching steaming video on netflix.
