The number indicates how high the commenter or poster is on a scale of 0 to 10, 0 being sober and 10 being the absolute highest you've ever been before. See the reddit alien highness chart on the sidebar on the right. Sometimes, people will add other information as well, such as if they're drunk or on some other drug. It is also generally accepted that if someone is at a 10, they probably will have a rather hard time using a computer so it is rare to see posts affixed with a 10(or more) that aren't exaggerating.
